Lok Raj Sangathan's Initiative against Sealing in
Transit Camp, Govindpuri
Sealing process started in the Transit Camp area of Govindpuri in South Delhi on 21 August. It may be recalled that in May 2006 following High Court's order DDA's team came to Transit Camp to start the demolition process. Residents of the Transit Camp came out on the streets in large numbers and unitedly fought against the demolition. Under the able leadership of LRS they carried out the struggle by blocking roads and by going on hunger strike continuously for four days. Due to this massive public protest demolition had to be stopped. Soon after Delhi Government passed a law, giving relief to Delhites from sealing and demolitions for one year.
Simultaneously Delhi High Court also sought information from the Delhi Development Authority (DDA) and the Municipal Corporation of Delhi (MCD) about the ownership of land in that area. DDA and MCD claimed the said land was distributed to 1700 people under the rehabilitation scheme in 1984 and according to a survey conducted later 1130 original beneficiaries had sold the land. The monitoring committee set up by the Delhi High Court had recommended sealing of the houses leaving out only those which were still with the original beneficiaries. The present sealing drive is based on this recommendation.
The residents of Transit Camp have filed a petition in the High Court against the sealing drive. They claim that the land belongs to them as they had be settled there and it is free hold land, which means that those who have bought the land from original distributors have a right to it. However, after hearing the petition the High Court has refused to stop the sealing drive.
Members of Lok Raj Sangathan under the banner of the Transit Camp Bachao Sangharsh Samiti participated in various meetings on the 18, 19 and 20 of August. They encouraged the residents of Transit camp to resist the sealing drive.
On 21 August when the DDA came with a huge police force to begin sealing, the residents of the camp were already present and prepared. People opposed the sealing with great vigor and stopped the DDA team. People spoke against the sealing under the banner of Lok Raj Sangathan and the Transit Camp Bachao Sangharsh Samiti. People were very alert and were ready to prevent their homes from being sealed.
The area MLA and Councillor were also present. The members of Lok Raj Sangathan were busy organizing the people of the camp to oppose sealing when the police suddenly came and arrested Shri Bijju Nayak (Secertary of the Delhi Lok Raj Sangathan), Shri Pathak (President of Transit Camp Bachao Sangharsh Samiti), the area MLA and the Councillor. The objective of the police was to remove those leading the protest and spread fear and confusion amongst the people so as to complete sealing along with the DDA.
People’s Voice condemns the illegal attacks on the right to shelter of the Transit Camp residents and attacks on those who are fighting for the rights of the Transit Camp people. In trying to separate the issue of land belonging to original allottees and homes made on bought land the authorities want to break the unity of the people, so they can attack each section by isolating it from the other and so that the rights of the residents can be snatched away from them. People will have to be wary of these attempts by the authorities and strengthen their militant unity.
